The best place to create a company list based on industry or location is Mergent Intellect.

Other databases that can be used to create lists of companies by location and industry criteria are PrivCo and Pitchbook. Look for the searching or screening features in the top tool bar and then use the filters to create a company list. Each of these databases includes good coverage of both public and private companies.
